What a wheel actually guarantees
A wheel is a structured set of tickets built from a pool of numbers you choose. It guarantees coverage, not odds. If the drawn numbers fall inside your pool, the wheel guarantees at least one ticket matching the tier you selected. If they fall outside your pool, the wheel does nothing. No arrangement of tickets changes the probability of the draw itself.
Full wheels versus abbreviated wheels
A full wheel plays every possible combination from your pool, which guarantees the top tier but grows very quickly. An abbreviated wheel plays a subset chosen so that a lower tier is still guaranteed, trading top-tier certainty for a ticket count you can actually afford.
Reading the lower bound
The lower bound is the smallest number of tickets that could possibly satisfy your guarantee, computed from the counting bound and the Schönheim bound. A generated wheel at or near that number is efficient. Well above it means there is room to do better.
